Event Title: EPA Lead Supervisor Refresher

If you have been certified by EPA as a Lead Abatement Supervisor you must renew this certification by attending a 'refresher' every 3 years. EPA recommends that you begin this renewal process 6 - 9 months before the expiration date stamped on the back of your certificate card. You can attend this class up to one year prior to your certification expiration date. Independent of the date you attend your refresher course, your next re-cert date will be 3 years from your current expiration date.
DHCR requires that subgrantees must have at least one EPA Certified Lead Abatement Supervisor on staff present each day. DHCR suggests that agencies employ more than one certified supervisor to ensure that a certified individual is present every day a pre 1978 house is being weatherized. There is no cost to Weatherization Agencies. Sub-contractors are encouraged to attend. Sub-contractor cost is $135.00

Materials & Methods for Quality Duct Construction & Retrofit

Your choice of materials and methods of constructing or repairing ducts greatly affects the outcome and profitability of the job. Creative solutions for complex problems and labor-effective ideas that don't sacrifice performance will be presented. Topics covered include insulation and vapor barriers, suspension and support; dampers and balancing, and correction of undersized return air configurations. Metal, flex, and ductboard systems will be addressed. Economy-of-labor techniques will be suggested when broadening the scope of work to include the mechanical system and other energy upgrades.
By attending this session, participants will
1. Learn about choices of materials and techniques for constructing quality duct systems or improving existing supply and return ducts
2. Examine ways to integrate the duct issues into a broader whole-house make-over to solve the client's original problem
3. Discover some labor-effective modification techniques that don't sacrifice performance

This NYSWDA Lead Safe Weatherization Training satisfies the DHCR requirement that all Weatherization staff working in houses built before 1978 receive training on safe work practices to reduce exposure to lead dust. NYSWDA uses the DOE curriculum which also satisfies the DOE and OSHA requirements for employees working around lead paint. This training is also required for your sub-contractors' employees who work on weatherization units. Event Title: OSHA Construction Health & Safety; PART 1
Where: NYSWDA Training Center, Syracuse

Description: This will be the first of a two part 10 Hour OSHA Construction Industry Outreach Training Program. It is intended to create awareness on the part of employees for working safely on the job. OSHA has a curriculum that includes 6 hours of mandatory material, and allows for 4 hours of elective material. NYSWDA has examined the OSHA requirements and created a program focusing on the Weatherization jobsite.
The full course is presented in a two days. In order to reduce overnight stays for crews, the course can be taken in one day segments. As long as all requirements are completed within a 6 month timeframe, a certificate can be issued.

This will be day one of a two day course designed to increase competency in the auditing process, and a review of the TIPS software. There will be a review of the following techniques: Air sealing, including the proper use of a blower door; Heating systems including testing, basic diagnostics and distribution systems; Conduction; Building modeling and developing a workscope; Baseload measures including refrigerator replacement, lighting and domestic hot water; and Health and Safety issues.
Attendants of both days will receive 12 Continuing Education Hours (CEH's) toward BPI Re-Certification.

POLICY ADVISORY COUNCIL
SUBGRANTEE TASK FORCE
As required by Federal regulations, a Policy Advisory Council (PAC) assists in the
development and implementation of the WAP and advises DHCR on a broad range of
issues relating to weatherization. The PAC is broadly representative of organizations
that provide services to low-income persons in New York State. PAC meetings are held
regularly throughout the contract/budget period. Travel by PAC members to PAC
meetings is reimbursed by DHCR.
A Subgrantee Task Force consisting of subgrantees' Weatherization Directors from
across the State provides an opportunity for local program operators to meet, identify,
discuss, and resolve a wide variety of program issues. Subgrantee Task Force
meetings are held regularly throughout the contract/budget period and may be either
Statewide or regional in scope. Although the Task Force has no authority in law or
regulation, it is an important source of communication for the identification and
development of program and policy issues. Travel by Weatherization Directors to the
Subgrantee Task Force meetings is reimbursed by DHCR.

House-By-House, Duct-By-Duct: House / Duct Configurations, Problems, & Solutions

Specific house / duct configurations tend to dominate the landscape in various climate zones. Problems found and potential energy savings and comfort gains vary across these configurations as well. The Cape Cod on-basement in Pennsylvania differs greatly from the Floridian one-story on-slab with ducts in the attic. For each of five common configurations, we will examine: the interaction between the house and the duct system, common faults and mistakes, specific tests used to quantify problems, techniques for correcting the problems, and the process of testing the results of your work.
By attending this session, participants will
1. Examine the five most common house / duct configurations and explore the ways in which the house and ducts interact
2. Learn common faults and performance problems found in each of the configurations, along with techniques to test for and recognize the presence and severity of problems
3. Discover labor-effective modifications for correcting problems and testing your work in each of the configurations examined
