TIPS - Targeted Investment Protocol System
This training is for:
DHCR required course for Weatherization Directors and Auditors Other Database and TIPS entry personnel are recommended to attend.
Course Description:
TIPS is the DOE approved process used by NYSDHCR's Weatherization Assistance Program for analyzing 1-4 family dwellings and mobile homes. TIPS is more than a piece of software used to create a Weatherization workscope. It is a comprehensive process including: client interaction, collection of building information, targeted investment guidelines, and workscope development. This training will re-introduce fuel bill analysis for testing of the software model against actual energy consumption.
This course will introduce new auditing and input personnel with the process, and provide an updated review of the system for those with existing experience. The morning will cover the basic concepts, while in the afternoon, participants will use computers to input data and analyze results. Updates to building U-Values and Heating Degree Day averages will be provided to individuals in this course.

POLICY ADVISORY COUNCIL
SUBGRANTEE TASK FORCE
As required by Federal regulations, a Policy Advisory Council (PAC) assists in the
development and implementation of the WAP and advises DHCR on a broad range of
issues relating to weatherization. The PAC is broadly representative of organizations
that provide services to low-income persons in New York State. PAC meetings are held
regularly throughout the contract/budget period. Travel by PAC members to PAC
meetings is reimbursed by DHCR.
A Subgrantee Task Force consisting of subgrantees' Weatherization Directors from
across the State provides an opportunity for local program operators to meet, identify,
discuss, and resolve a wide variety of program issues. Subgrantee Task Force
meetings are held regularly throughout the contract/budget period and may be either
Statewide or regional in scope. Although the Task Force has no authority in law or
regulation, it is an important source of communication for the identification and
development of program and policy issues. Travel by Weatherization Directors to the
Subgrantee Task Force meetings is reimbursed by DHCR.
