State Regulations - DHCR State Plan, PPM & Memo's

While most of the regulations we follow on the state level are generated the DHCR’s PPM we still have other state regulations we fall under.  Examples are the DOT regulations etc.

 
Now we will look at the regulations that come to us from our state funding source – DHCR. 
DHCR is the state agency appointed to administer the Weatherization Program in NY.  Each year DHCR writes a "State Plan".  This plan is open for public comment each fall, is approved by the Policy Advisory Council (PAC) and then is submitted to the Department of Energy (DOE) for approval. 

 

The Policy & Procedure Manual (PPM) is your main source of policy information.  All of the above Federal Regulations are incorporated into DHCR’s (PPM).  DHCR can add to the federal regulations but not take away.

 

 

 PPM


The regulations in the PPM are approved by DOE through the yearly State Plan DHCR generates and then submitted to DOE.  The PPM is a large document and as a new director you should read through the PPM making a list of questions that you can set down with your field rep to go over.  NYSWDA is planning a PPM for Dummies version in the near future that hopefully will take some of the complicated subject matter in the PPM and go into detailed instructions as the PPM can be confusing at times. 

 A good WAP director will re-read the PPM from time to time.  This document condenses all the federal regulations into one document.  The PPM dictates every aspect of the weatherization program here in New York State and as a new director you should read through a couple of times then discuss questions with your field rep to get clarification on the portions you have questions on.

DHCR Memo’s

 

From time to time DHCR needs to make additions to the PPM that cannot wait till the following years PPM update.  This is done in the form of official memos that DHCR releases to the network.  These are policy and must be adhered to as policy.
