NYSWDA has long seen the need for a Directors Manual and in 2006
staff began to pull together pieces of material that was deemed
needed for the project. As work progressed on the project there was
a lot of discussion as to what the finished product would look
like. Should it be a printed document? Should we make it a web
based document or perhaps a combination of the two. As work
progressed on the project we came to realize that attempting to
create a document that covered the entire spectrum of knowledge and
skills from A to Z for a good WAP program would create a document
that would be so large that it would become unusable. Also there
are no two programs that are run the same and we did not want to
leave the impression that the presented material in this manual is
the only way to run a great WAP program.
Therefore this
manual will not be an extensive how to manual but rather will be a
simple guide, a guide to the broad knowledge base and skill sets
needed to run an effective Weatherization Program. Then the manual
will point you to resources and tools you need to grow as a
director.
As with many
projects this manual will always be a work in progress. If you have
something you think you could contribute to this manual please
submit and we will give your agency credit for any piece of the
manual that is deemed useful to the network.
In NY State
running a weatherization program has become a very complicated
process with many skill required by Directors to administer a good
program. A good Weatherization Director needs the following skills
at minimum:
- Good people
management skills: He/she will need to oversee and manage staff as
well as sub-contractors
- Contract
management skills: Your contract with DHCR is a production based
contract therefore you need to be able to manage tough production
goals and stay within a budget.
- Good fiscal
skills to track and manage a large program
- Building
Science skills: You need to have a good solid knowledge of "whole
house" weatherization skill to properly manage your staff
- Extensive
knowledge of both State and Federal Regulations
This manual
is primarily for new directors but has information that may be
helpful for all directors as well.
