DHCR Staff Explained

Duties/Responsibilities of ERSB WAP Program Staff

Program Director:  Thomas O.Carey;    Duties/Responsibilities: The Program Director establishes the goals and priorities for the Program, meets with DHCR Executive Staff regarding all program policies, prepares the State Plan and oversees all aspects of program operations.

Program Assistant Director:   Patrick Sweeney, Duties/Responsibilities: Represent the Director in his absence; oversee the Field Operations of the Four Regions; Oversee Training and Technical Assistance Unit, Oversee Reporting and Contract Processing Units;

Supervisor of Reporting and Contract Processing Unit:  Richard Siek, Duties/Responsibilities: Supervise the Payment and Reporting Process for all weatherization and technical assistance payments; supervise the preparation of all reports to outside funding sources, supervise the handling, tracking and processing of all contracts, amendments, advances, special projects, through DHCR and the Office of the NYS Controller.

Supervisor of Training and Technical Assistance Unit:   Patrick Costello, Duties/Responsibilities: Supervise the staff of the Training Unit in the preparation of training and assistance as a result of requests from subgrantees and/or the DHCR Field Operations Unit.  Provide a variety of work shops and seminars on all aspects of Program Operations.   Contract Project Manager with AEA and NYSWDA; liaison with Region I DOE Boston Support Office, and DOE National Health and Safety Committee

Regional Supervisors:   Pauline Morgan; NYC/Southern Area Region;

Jack Hemingway; Albany Eastern Area; Beth Ryan; Syracuse Central Area;  Rick Jost ;  Buffalo Western Area;  Duties/Responsibilities: Supervise the daily activities of DHCR Field Representatives in their monitoring of  weatherization program subgrantees. Serve as the initial point of contact for clients, members of the public and others regarding requests for assistance, complaints, or other issues relative to the status of each subgrantee operation in the region.  Assist in the preparation, review and processing of subgrantee annual funding awards, special projects, amendments etc.  Provide analysis and recommendations to Director and Assistant Director regarding subgrantee performance, contract compliance issues, payment recommendations and other vital data regarding subgrantee operations. Provide briefings and special reports as requested.  

Field Representatives:  Daniel Grau,  Maurice Self,  Leonor Cruz,   New York Area Southern Region;  Bill Meehan, Brian Dewey,  Tom Platten,  Albany Eastern Region; James Mack, Donna Hubbard, Syracuse Central Region; Jeff Butler, Mark Johnson, Craig Thompson, Buffalo Western Region.  Duties/Responsibilities: Monitor the on-going  Program Operations of Weatherization Subgrantees; Provide regular visits to subgrantees and perform random spot checks of program files, books and records, perform on –going monitoring of all aspects of program operations from outreach/eligibility issues, conduct and quality of energy audits, work scopes, quality of work performed, compliance with production issues, reporting and payment requests with DHCR, post inspections of completed units, all program issues related to compliance with WAP contract and quality of service to clients; resolution of problems.
