06/12/03  This page has information for agencies on air-monitoring for lead exposure.  Earl has designed a "chain of custody" form, a form for "air sampling", as well as a 'protocol form".

Introduction

To continue the effort to train weatherization staff regarding lead save work (LSW) practices and assist with standardized methodology in implementing these practices in order to obtain a permanent NID, we have developed a series of instructional guidelines and  forms which will allow crew to document specific activities relating to practices while working on target housing.  The guidelines will impart uniformity throughout the network when preparing for and actually collecting the samples.  Information will be entered on the face of the forms by hand, so as not to appear like it is a computer generated form letter. LSW practices, both specific to the task and common to all tasks are listed on the back. The back of each form has four sections; 1. Information on the specific practice. 2 Clean up and Disposal 3. Work Area Shut Down, 4. Notes

In addition to the 9 specific practices considered in the Lead-Safe Weatherization Practice document develop by ATC Associates for DHCR, we have evaluated additional activities which may pose a significant exposure to lead dust to both the worker and clients.  The additional activities to investigate are: Replacing Furnace Filter; Repair/Add/Replace Ductwork, Replacing Furnace; Replacing HEPA Vacuum filter.

Upon reviewing data from 7 agencies we noted that there were a small, yet significant number of results that came back with levels above OSHA’s PEL.  After observing the way these samples were gathered, ie LSW practices, it was determined that the operator was either 1.“baring down” on the tool, 2. improperly mounted air sampling, and therefore exposing them self (and Personal Pump) to the highest level of dust, or 3. not adding detergent (wetting agents) to the misting water.  Therefore we have added “Work outside of the breathing zone” to all specific practices.  We also added to “mist debris prior to rolling up plastic” to all specific practice listings.
