POSITION: Heating Specialist/Technical Assistant, Weatherization Program

SALARY GRADE: 12
SALARY RANGE: $31,000 - 40,000 (PLUS BENEFITS)
Hours: 35 (plus paid lunch hour)
REPORTS TO: Weatherization Program Supervisor
SUPERVISORY RELATIONSHIP: None

SUMMARY OF DUTIES:

The "Heating Specialist/Technical Assistant" is responsible for performing both pre and post inspection of eligible housing units. The heating specialist/technical assistant identifies all necessary materials, sizes, amounts of stock needed to adequately insulate and infiltrate the units.

QUALIFICATIONS:

1.  High School Diploma and minimum of five years' experience in:                       construction/trade/carpentry/HVAC/energy auditing/insulation.
2.  A willingness to be open to new ideas and techniques.
3.  Facility in mathematics.
4.  Prior experience with home repair and knowledge of tools.
5.  Skilled communicator; client oriented; demonstrate patience/understanding.
6.  Ability to interact with staff members.
7.  A valid NYS driver's license and vehicle essential.

RESPONSIBILITIES AND ILLUSTRATIVE DUTIES:

1.   Perform field inspections of eligible units.
2.   Order doors/windows based upon job specs.
3.   Recognize dangerous, unhealthy and emergency conditions and take proper action, i.e. notify gas company, advise supervisor, make repairs, etc. as situation requires.
4.   Check building measurements in order to determine proper amount of all materials required.
5.   Responsible for writing specs on each unit. Calculate heat loss and energy consumption on all units. Write specification on all heating system replacements.
6.   Plan out work ahead from worksheets in order to have necessary materials and/or equipment at job sites.
7.   Post inspect each job upon completion to determine if house is adequately insulated and all work listed on the job order is properly completed.
8.   Have working knowledge of all trades, i.e. masonry, carpentry, plumbing, heating, electricity, and finishing.
9.   Familiarity with all weatherization priorities, policies, and techniques as mandated by the Department of Energy.
10. Become familiar with local codes and zoning laws.
11. Become familiar with OSHA requirements using all safety devices and precautionary measures so no one is hurt or caused to be hurt. Use all safety equipment as required. 
12. Be ultimately responsible for upkeep and maintenance of agency vehicles and tools.
13. Exhibit ability to integrate new techniques and materials into workscopes.
14. Establish working relationship with subcontractors, utility auditors, and other weatherization agencies.
15. Must adhere to strict work guidelines connected to lead and asbestos procedures and protocols.
16. Attend all training and educational programs as required by grantors and Niagara CAP.
17. Fill in on the job for other crew members when needed.
18. In absence of Supervisor, supervise crew in lead safe practices and other personal   protective equipment procedures. (Must be available to crew within two-hour time frame.)
19. Assist in setting up and assigning daily jobs.
20. Review audit TIPS reports prepared by auditor.
21. Perform any and all other assigned duties as necessary.

Position Title: Energy Services Technician
Position Status:  Full-time/Non-Exempt
Reports to: Technical Services Manager

Position Responsibilities (include but are not limited to): 

 

  • Maintain expertise with BPI standards and industry practices  related to energy improvements in residential housing

  • Ability to perform BPI energy audits and test-outs, produce audit reports and project cost analysis.

  • Ability to develop work scopes for project, contract projects with customers, resolve customer concerns and ensure completion of all required contract documents and reports.

  • Submit all documentation to NYSERDA required for Green Jobs/Green New York energy audit approval, EmPower program approval, Home Performance approval, or other approvals for available NYSERDA resources. Submit all documentation and data required for program reporting and project billing.

  • Perform lead paint risk assessments and clearance testing in compliance with HUD and EPA requirements.  This requires the ability to obtain EPA certification for these services, and the ability to develop the appropriate reports correlating to lead paint inspections.

  • Assure compliance with regulatory statutes and NeighborWorks® Rochester procedures and policies.

  • Market NeighborWorks® Rochester resources and services to the community.

  • Maintain all files and records as necessary.

  • Accountability to production goals.

 

General Organizational Tasks

 

  • Support organizational mission to promote stable, long-term homeownership for residents within the City of Rochester and Monroe County.

  • Assure that internal documents and project tracking are completed for each customer.

  • Maintain strong working relationships with all NeighborWorks® Rochester partners, including NYSERDA and BPI.

  • Represent NeighborWorks® Rochester in a manner that will foster and cultivate positive relations with customers, volunteers, partners, media, donors and sponsors. This will include representation at events, as appropriate.

  • Assist with departmental reporting and program assessment.

  • Other tasks that may be required to assist the Technical Services Program Manager or any other tasks that may be required to fulfill the objectives of the agency.

  • Participation in NeighborWorks® Rochester staff meetings

 

Experience and Qualifications 

 

  • BPI Building Analyst and Building Envelope or HVAC Certification or the ability to obtain and maintain certification.

  • Lead Paint Renovator Certification or the ability to obtain and maintain certification.

  • A minimum of two years experience in the energy services field preferred

  • Must possess a strong customer service attitude

  • Strong computer skills; familiarity with TREAT, Microsoft Office Suite, Excel and windows operating system.

  • Strong organizational and communication skills.

  • Ability to handle multiple projects at any given time and meet deadlines.

  • Ability to work a flexible schedule with some nights and weekends required.

  • Transportation necessary and valid driver’s license required.

 

Characteristics and Temperament

Due to the nature of this position the individual must be knowledgeable in the field of residential building science or construction, with expertise in energy services and lead paint/housing hazards preferred. The successful candidate must have a commitment to staying current with trends, issues and initiatives relative to all aspects of these areas. Due to the high level of customer interaction that is instrumental to the success of this position, considerable attention will be given to the candidate’s character and temperament. Candidates must be strong communicators, personable and able to relate to people from all walks of life. This is a demanding position that requires the ability to handle multiple tasks and also the ability to work effectively with many different individuals and personalities. The candidate must be willing and able to participate as a team player and must be able to work successfully with a diverse range of individuals including customers, volunteers, and agency partners. Hours: 37.5 hrs/wk
Salary Range: $38,758 - $52,905 annually

Summary of Responsibilities:

The Empower Heating Tech Evaluate heating/cooling systems for appropriate weatherization measures to be completed. Installs energy-efficiency measures to single family or 2-4 unit homes using a variety of building science best practices to improve, safety, comfort, durability, indoor air quality, and energy efficiency.  The Tech also supervises, directs and participates in the “quality” installation of windows, doors, insulation and air sealant in order to ensure EMPOWER certification for all assigned home as well as program contract requirements. Prepare reports and documents detailing work needed and work performed.

Qualifications:

High school diploma is required and a trade school certification in building construction/repair is desirable. Minimum of 2 years of documented experience in heating system repair and replacement or a certificate in an accredited HVAC program 

Three years of building trades experience including the use of hand and power tools.

Knowledge of methods and techniques of storing equipment, materials and supplies.

Knowledge of Health and Safety regulations and maintains safe working environments.

Requires a substantial working level knowledge in housing construction, especially insulation and air sealing techniques. Methods and practices, including the use of applied mathematics and measurement in construction dimensions.

Requires the health and physical capability to work in a home or outside environment doing a variety of weather conditions; crawling, climbing blowing insulation materials, and carrying ladders, doors and other tools and other heavy materials for construction.An aptitude for working together as a team.

Possesses ability to pass industry specific field Inspector test for certification by the Building Performance Institute for building science measures for EMPOWER NY Program.

Ability to read, interpret, and follow rules, regulations, policies and procedures.

Ability to receive, store, issue, maintain power tools and equipment used.

Ability to work independently with limited supervision.

Valid NYS Driver License and a satisfactory driving record. Note: the employee must maintain a valid license, satisfactory driving record, additionally employee must adhere to all NYS and NHS rules and regulations or employment will be jeopardized.

Requires good verbal and written communication skills; interpersonal and customer relations skills; ability to work with diverse individuals/groups and with staff at all organizational levels both internal and external.

Tioga Opportunities, Inc. Department of Energy Services is seeking an experienced Production Coordinator for a fast paced, detail oriented environment. This full-time position is responsible for a wide range of activities, including scheduling and overseeing all field crews, scheduling and reviewing all energy auditors work, ordering and helping to maintain inventory items, as well as ensuring compliance of completed work with funding source regulations. Knowledge of all aspects of work and ability to think quickly with rational decisions is required. Qualifications:
